Verifying citizenship for voting

In April 2025, Alaska State Troopers arrested 10 people in Whittier for voter fraud. The state is still pursuing felony charges against these individuals, who could be sent to prison for five to 10 years. They were American Samoans who voted in a local school board election. This prosecution does seem extreme for the mistake that was made. In contrast, asking individuals to verify citizenship seems reasonable.
